1. No person shall operate a bicycle on the streets of the City unless it is equipped with:
    1. A brake which will enable the operator to make the braked wheel skid on dry, level, clean pavement.
    2. A light (when such bicycle is used between one-half hour before sunset and one-half hour after sunrise), which shall emit a white light visible at least 500 feet forward.
    3. A red reflector (when such bicycle is used between one-half hour before sunset and one-half hour after sunrise) on the rear of the bicycle, which shall be visible from all distances from 50 feet to 300 feet to the rear when directly in front of lawful upper beams of head amps on a motor vehicle. A lamp emitting a red light visible from a distance of 500 feet to the rear may be used in addition to the red reflector.
    4. Bicycle safety helmets are required for children under the age of 18 years of age. Helmets shall have been approved by Snell or ANSI.
    5. Seat belts and safety helmets (Snell- or ANSI-approved) are required for children under the age of six years of age riding in bicycle carriers and trailers.
  2. No person shall operate any animal-drawn vehicle upon the streets of the City during nighttime without displaying thereupon a lighted lamp visible at least 500 feet to the rear.
